Competition 2015. Neuland Lichtenberg. From found objects to visions
Status quo and challenges for planning
Once again there is a great housing shortage in Berlin and once again, spaces are being sought with the help of which the housing needs of Berliners can be met. Lichtenberg is in the focus of the senate and investors because of its many fallow industrial and commercial sites. The aim of the planning is the development of a quarter with its own centre and a mixed use of living, working and recreation as well as a good connection to the public transport network.
The area between the under-qualified Spreespeckbrook, the power station-Klingenberg territory and the fairytale residential quarters of Karlshorst West is subject to an urban heterogeneity and tension that could hardly be stronger. The following challenges and tasks for this location can be generated from the status quo and the planning objective:
- Cautious urban development connection to the valuable buildings of Karlshorst West, Prinzenviertel and Waldsiedlung
- Opening of the area to water
- Dealing with the strong barrier effect of the Köpenicker Chaussee
- Transition to commercial units adjoining to the north
- Dealing with uncertainty about future developments on the fallow area of the Klingenberg power plant
- Overcoming the strong contrast in urban planning between small-scale, well-functioning residential structures and large areas of largely derelict industrial land and unused open spaces
Concept
The new quarter cautiously ties in with existing structures and at the same time develops into a strong centre in its own right. The continuation of the cityscape-defining figure of Ehrlichstraße will be continued up to Köpenicker Chaussee. Special buildings and ensembles have been identified as found objects and serve the quarter as lively accentuation points that create character. Establishment of the new harbour quarter as an attraction for the entire city with public facilities for culture, leisure and retail.
